The following information provides a general overview of the principal regulations and British Standards that may apply. Project-specific requirements should always be confirmed with the building designer, fire-risk assessor, building-control body or other responsible professional.

There is no single regulation covering every steel personnel door. The correct specification depends on where the door is installed and how it will be used.

A standard personnel door provides routine pedestrian access and is not automatically a fire door, fire-exit door or certified security door. If the doorway forms part of an escape route, fire compartment or protected area, additional requirements under Approved Document B and the building’s fire strategy may apply.

The building designer or responsible person should establish the required fire, security, accessibility, thermal, acoustic and operational performance before the doorset is ordered. Any claimed performance should apply to the complete doorset, including its leaf, frame, hardware, glazing, seals and method of installation, not simply to an individual component.

BS EN 14351-1 covers the performance characteristics of external pedestrian doorsets that separate the internal and external environments. It provides a framework for declaring relevant characteristics such as resistance to wind load, watertightness, air permeability, operating forces and thermal performance.

The required performance levels depend on the door’s location and exposure. An external personnel door in an exposed industrial location may require a different weather rating from a sheltered internal courtyard door.

BS 6375-1 provides additional UK guidance on selecting appropriate levels of air permeability, watertightness and wind resistance. Where the door forms part of the building’s thermal envelope, the applicable requirements of Approved Document L should also be considered.

BS EN 14351-1 does not by itself provide fire-resistance or smoke-control certification.

Relevant considerations can include the effective clear opening width, threshold design, manoeuvring space, the position and usability of handles, visual contrast and the force required to open the door. A low or suitably designed threshold can help wheelchair users and people with restricted mobility, but weather protection and water penetration must also be considered.

A door should not simply be described as “DDA compliant”. Accessibility is determined by the complete entrance, its surroundings and how it can be used—not by the door product alone.

Where vision panels or glazed side panels are included, the glazing should be selected and positioned for safe use. Approved Document K provides guidance on protection from collision and impact, including the use of safety glazing in critical locations.

Safety glass may need to be classified to BS EN 12600, depending on its position, size and the risk of human impact. Large areas of transparent glazing may also require visible manifestation so that building users can recognise the barrier.

Vision panels can improve safety by allowing users to see someone approaching from the opposite side. Their height and arrangement should take account of standing and seated users where the door is located on an accessible route.

Fire-rated, security-rated or acoustic glazing must be tested and approved as part of the relevant complete doorset.

Hardware should be selected according to the door’s size, weight, expected frequency of use, environment and required security.

Single-axis hinges may be specified and graded under BS EN 1935. Mechanically operated locks and locking plates are covered by BS EN 12209, while lever handles and knob furniture are covered by BS EN 1906. These standards include classifications relating to matters such as durability, strength, corrosion resistance and category of use.

The selected grade must be suitable for the actual doorset and expected level of traffic. A frequently used industrial personnel door may require more durable hardware than a door used only occasionally.

Where closers, access control or electrically operated locks are fitted, the components must be compatible with one another and must not compromise accessibility, safe operation or any required means of escape.

Standard steel construction can provide a robust physical barrier, but it does not automatically make a personnel door a certified security doorset.

Enhanced-security requirements may involve tested complete doorsets complying with standards such as PAS 24 or an appropriate LPS 1175 security rating. These are distinct products with specific testing and certification and should not be claimed solely because a door has thicker steel skins, dog-bolt hinges or an anti-jemmy strip.

Access-control options can include keypad locks, electric strikes, magnetic locks, solenoid bolts and controlled-entry systems. The system should be designed around the required security level, building management arrangements and emergency-release strategy.

Where the door forms part of an escape route, locking and access-control equipment must allow the necessary means of escape and comply with the building’s fire-safety design.
